If you are multipling, then its the the right, if you're dividing, then move it to the left. In this case, 8.9 divided by 10 to the second power means you need to move the decimal two points to the right since you have two powers. You should get 0.089. It's like multipling 8.9 by 100. First you have to know what 10 to the second power is. It's 100. So, there are two zeros with base 10. Then, all you do is move the decimal point 2 places to the left, since you are dividing. When you multiply, you move the decimal point to the right. As a result, you will get 0.089

89 goes into 1000 1 1x89=89 100-89=11
bring down the 0 89 goes into 110 1 89 x 1=89
110-89=21 etc

whatever the power of ten, that is how many places to the left you must move the decimal. If there is no decimal in the numerator, understand that it is at the end of the number not the front. I have students that mess that up all the time.
