I have been told I have an interesting voice, I love cartoons and i have the personality to boot. Where do I start?

Voice acting at its basis is acting. If you want to go into voice acting you'll want to take drama courses and try to major in acting/drama, as many prominent voice actors (rather they be from Disney movies or from voicing Japanese anime) started off as actors. You should try to create a strong background in that and then audition for parts by researching companies that do voice acting positions and then auditioning for parts once you have had training.

There is also something called Anime Expo Idol, which is held at the Anime Expo in California (Beginning of July) there is singing and there is voice acting. Producers from voice acting companies are there juding people and the person who wins is given a chance to audition for a voice acting part, so that's also something to consider as well if you think you have good talent but not training or exprience to apply at a studio.
