I know that a heavy felt material is used to join two slabs of concrete. I think it is for expansion and contraction. How do you install this material when you are pouring the slab? Is it best to install it when the first of the two slabs is poured, or is better to pour up against it with the second slab? How much does it cost and where can I buy it?

It is called an expansion strip. Form the first section of concrete and pour. After the first section has set-up for a little while, remove the form where the expansion strip goes, install the expansion strip and pour the second section.

Install it prior to pouring the concrete. It can be used as a divider (which it really is) between the slabs and at the level (or slightly below) of the finished concrete.
