sounds like yes, she is. Look for a color change on her belly just in front of the fin. If she is, there should be a spot of color (babies) and the farther along, the larger the spot. The male is following her because
a) she is about to give birth and he's looking for a fry meal..
b) she is not pregnant yet and he is looking to breed.
I hope by nursery you mean a breeder box or net. If so, it should be so the fry can fall through away from mom (she will eat them while still giving birth). When she is done popping them out, remove her and a few times a day, lift and lower the breeder box in the water (not up out of the water) to help circulate the water in the box. Please do not be too worried that some or most of the fry die while in the box (it happens). If it is a separate breeder tank, make sure there are plenty of GOOD hiding places for the fry and remove mom as soon as she stops birthing.
Either try to find food made for fry fish or crumble flake food VERY tiny.

When I put my fish in nurseres, they usually go in a shock. Save the nursery for baby fish.
Isalate all your male fishes in a seperate tan, instead of taking the female out. When she starts hiding in plants alot, it's near time.
Keep a close on her, and when the babies come out(when the mom looks done), take her out and put her with the guys. Then carefully catch the babies and put the in the nursery. Then you can add the other fish back.
Start feeding the fry(baby fish) in around 3 days. Put them in when they start looking larger and more mature.
