When I take the mouse on a picture, the save icon doesn't show up automatically, (it used to do so before) How

Try this...

Open Tools>Internet Options... go to advanced tab... scroll down to multimedia... and turn o"n enable image toolbar..."

Just right-click on the picture, a drop down menu will appear then click on 'save picture as'.

Nope.
That feature was removed way back in an update to IE6. It was considered a security risk.
