The point of the first is that college students are finding it necessary to incur giant levels of debt in order to graduate.
The point of the second is that cuts to educational assistance have taken away teachers, buildings, etc - in other words - none have been left behind to have.

Liberals favor spending on education and Conservatives frequently claim that too much is being wasted on education, so it is a liberal point of view.
