Between 7:00 and 8:00 PM in any time zone. Whether you are dining in or out, the dinnertime is after 7:00. Many people still like to have dinner at 8:00 PM, but that means alate night in the kitchen cleaning up...
If you are referring to dining out, the reservation should be around 7:00 so you have time for a cocktail (or two) and an appetizer.
If you are eating in a fast food place or a diner or a bar & grill, then it does not matter what time you eat. The earlier the better so you can curl up on the couch and watch some TV while you eat make-believe potato chips with chemical-based dip and overload on soda.......

Civilized people have dinner at 8:00 PM. WE don have to go to sleep with the chickens any more.

Depends where you live. Southerners have dinner in the afternoon, the meal everybody else calls lunch. If you mean the evening meal, about 6PM would be a good time.

thin people eat when they're hungry. the rest of us eat between 6 - 8pm. in any time zone it's 6-8pm
