Experimental aircraft in the United States Air Force are often given the designator X (followed by a number) before they are selected for production and officially added to the inventory.
Transport aircraft under development would carry an X designator if they were not yet chosen by the Air Force as the next "hauler."
X-18 or X-19 might be a cargo aircraft under development.
