Because New York (and Virginia, Kentucky, and Pennsylvania) has ratified the Constitution and statehood granted it. "Commonwealth" as used by these four states is not the same meaning as "commonwealth" as used by Puerto Rico.
Puerto Rico has had votes on whether the people want to be made into a state, but they have all failed.

I don't know much about Massachusetts being a state and a commonwealth but Puerto Rico didn't want to become a state after the Spanish American War because they wanted to maintain their culture. They still holding voting on whether or not they want to become a state and every year the votes more and more favor becoming a state. Thought, they are still pretty split at the moment. So, we might actually see Puerto Rico become a state one day...or we may not. Though, there are other reasons as well as why Puerto Rico didn't want to become a state though I'm not sure what those reasons are.

Puerto Rico is a possession not a state or commonwealth. Puerto Rico could be a state but I don't believe they have applied for statehood.

Its just a title that some states kept after their foundation, it isn't legally a commonwealth like Puerto Rico is.

Puerto Rico is a territory of the U.S., which is similar to being a colony. They have failed to get a majority vote to change their status.
It's a lesser status than being a state like Mass.

Puerto Rico became a u.s. territory after we invaded them. they are considered u.s. citizens but cannot vote, do not pay taxes, and have no representation in congress.

I don't think the mexicans will agree with this. There so much corruption in Mexico, but in US too. Whatever the solution is only in Mexico, it's just a mexican trouble.
