I am merely a beginner in the world of graphic web design and would like to know what is meant by the term, Web 2.0 ???

Although many people deride it for being a marketing term (and it can certainly devolve into that - just a buzzword with no inherent meaning), it primarily represents a specific style of web design and development. That style puts especially large emphasis on:

collaboration and communication between users;
design that favors usability over "whiz-bang" graphics;
extensive customization

Some of the features that are common to Web 2.0 sites are tagging, wikis, AJAX, social networking, etc.

Web 2.0 was originally a move towards making web applications look and feel more like local desktop applications.

However when that was still the goal it didn't really have a name so I guess that doesn't really count.

It didn't get a name until a popular book publisher O'Reilly Media coined it, refering it to fostering communication through the use of these new services that sprung up around that original thought of making web applications more usable like desktop applications.

Blogs, RSS, wiki's, social networking sites, etc. all kind of merged into the definition of what is web 2.0 at the same time because even though they don't actually always provide an actually application to use they promote communication between people on the internet.

The way I remember the internet when I was younger was that it was more of a one way street of information, the webmaster provided the information and the visitor absorbed it. Now its a two way street, anyone can put their content up on the net and any can consume it.

Its a beautiful thing, of course that was before it became a buzz word and everyone slapped it on everything new on the net.
