Actually it depends on the way you mean it. You do actually use it whilst you're on the loo and therefore you can say you use it on the loo. I can't think of a better name for it and I really don't want to spend too much time thinking about it. Kitchen roll is after all called that because you use it in the kitchen so the same thing can be said for toilet paper...

Toilet has several meanings depending on the context it is used in
For example: A toilet is an appliance for receiving human urine and feces, consisting of a bowl, a hinged seat, and an apparatus for flushing the bowl with water.
Or it could be
The act or process of cleaning, grooming, and dressing oneself. is to do ones toilet.
A better name might be:Hygienic paper wipes.

Who calls it a "toilet roll"? It's "toilet paper," because you use it when you're on the toilet bowl.

it got its name because its consider a tolietry product. A toiletry product is anything that belongs in the bathroom. So toiletry roll eventually turned into toilet rolls by people refering to them in short

The word toilet originates in France - toilette - which means small cloth. Toilette is the act or process of dressing or grooming oneself, i.e. to make one's toilet.
How about 'wipe ons', wipe offs' as in the Karate Kid film...lol

It supposed to be toilet tissue really isn't it? because it's tissue we use when we are on the toilet.
