Keep trying and don't waste your time or money with a lawsuit. You'll only be blacklisted even more. It's the worse possible thing you can do. Would you really want to be hired under those conditions?
I could say the same thing, but I don't bother. The more you say, the less you get.

Dear Fellow veteran, I know where you're coming from. Been there done that. I am a disabled Korean War vet , Worked for the Dept of Defense. At the time of my employment with the government I was for number one to nember five on every promotion roster . I was White, over 40, MSC Logistics, thirty years service and was passed over for one position 39times and for another position 57 times. You can't tell me a reason for being passed over that I haven't heard. Mostly, it was just a "coincidence. I was passed over by people who were not even born when I was working. But like all the interviewers said: they picked the best qualified and it was fair. I suggested that tests be given, for the jobs, by computers and the top scorers be given the promotions. That was rejected on the grounds that supervisors could "talk" tha the candidates and pick the "right" person for the job. This way they could also se what color ,gender, age, dress etc,etc. You see, computers are color blind.

You can complain to the OIG(Office of the Inspector General)so they can investigate.It would be pretty hard to sue the Feds because you would have to prove you were discriminated against.The veterans are supposed to get preference for certain jobs,but the Feds can go out and get a non vet if they feel that the other applicant has better qualifications.Check out the website of the office of personnel management from the Feds.The website is OPM.

Discrimination is a difficult thing to prove, particularly if they are only hiring 1 out of every 1000 people who apply.
And I hate to say it, but in this country, you don't have a "right" to a job....but if you can prove that they are actively discriminating against vets, then get together and find a lawyer.

I understand your frustration and I'm no expert but, I would start with my Congress-person. I'm a Clevelander also and Tubbs-Jones' office was helpful when my mom and I had issues with immigration (we suspected age discrimination). I don't know which district you're in but they are or should be your first line of offense when it comes to the government. Give it a try and remember, they work for YOU!
