well, the Romans first settled and built in London (then Londonium) because of the river...it was built up as a central supply base... because ships could travel up the Thames

so they would probably have build their central supply base somewhere else, and London might just be a villlage or a town...or a forest...

The by-law is only in effect from Putney bridge to the estuary. The Thames is a a tidal river with extremely strong cross currents in parts and the river rises 7 metres in parts at high tide. This part of the river is very busy and also polluted so this by-law is to save lives. Any one with half a brain would not want to swim in the river anyway,

There would not be a London silly!

All major cities are built around rivers. It was the main means of transporting produce, etc. back in the olden times.

Oxford would flood and there would be no Henley regatta.Pooh!
Also Abramovich could not get to Stamford bridge on ANY of his "Yachts".So actually it might not be so bad.
But then again,where would all that sewage go?
