Says flash player is not installed, says to uninstall, i try, then it says that flash player is being used?

I have installed flash player several times, it works for a day or two, then says I have to install it. I try to install it, and it says installed, but still does not work. So I try to uninstall, and says it cant uninstall it, because it is being used, this keeps happening over and over, and I am going nuts! Someone please help!!! Does this have to do with me installing the newest internet explorer?

Boot into Safe Mode first by tapping the F8 key as the system starts up. Once in Safe Mode, then go to "Add or Remove Programs" and remove the Macromedia Flash Player. Then reboot, and reinstall Flash. Hope this helps.
