This is going to depend entirely on what you want in a 911 Turbo. Though, for me, you left off the early cars, and I might very well consider the '79 930 as one of the most desirable as it's among the "purest" of purpose, while being the last and most developed of the early cars.
I'd rank the 3.6L 965 (1994) in the top three as well. And I'd inclulde the current 997 Turbo. As said, the '79 930 represents the most basic and raw of the turbo experience, and not something you will get in the current cars. The 997 Turbo represents the most recent, and best development of the AWD Twin Turbos. It is the fastest and the most refined.
The 965 represents a little of each. Newer and more refined than the 930, but still closer to the original than later models. That'd be my top three. Looking at the years you define would make it an '87 or '88 930... not quite as nice as the '79, but still still close (I'd rule out the '89 as the 4 speed 930 transmission is much better suited to this car).
The 965 would remain. And the 996 Twin Turbo would replace the 997, for the same reasons that the 997 made my personal choices (it would be the fastest and most refined of all the options available).

1995-98 Turbo 4 (993) - First year with AWD and Huge power!
2000-05 Turbo (996) - Newest of your chosen years. Very easy to drive fast. First Air Cooled 911.

1996 turbo was the biggest of all of these and the most desirable, the 2004-2005 997 was probubly the best porsche to come out and the 1999 996 which was a great new body style
