In name it's still the Queen but again, who listens to her other than on Christmas Day?
Politicians and businessmen are the ones with real power. Like it or not Rupert Murdoch controls much of the information which is presented to the public and Tony Blair has the power to, for instance, start a rather unpopular war.
The politicians are, in theory, accountable to us voters, which would make US the ones in charge. Which would make a nice bedtime story.
Ultimately, power is inextricably bound up with money so my answer is 'those rich ****s'.

The government rules this country until a brief period at election time when most of my fellow Britons think that a choice between dumb and unelectable constitutes some kind of democracy.
