In the 1995-1996 edition of Baseball and Sports Publications Price Guide the value of the World Series Program is $100 for VG $200 Excellent and $350 for Mint. Now with that said this was the value at that time. The value also depends on if cover is attached, program is complete and unmarked.

As for the photograph, you do not mention if it is a press photo, a team photo, or what type. So that will make a difference on price. IF it is original and not a reproduction then it will have value to some degree of around thirty to fifty dollars. Depends again on condition. If it has autographs its value will be more valuable.
