Why do spammers repeatedly tell you that you won their lottery when they should know that it is illegal in the US to take money from such things?

What is illegal is to send any lotto tickets through the US mail. This is true for both State and Foreign lotto. You can win, but getting a ticket, unless you are traveling abroad, can be tricky.
I don't know of any lotto you can win without first getting a ticket, so that is the best indicator of a scam.

Yes, you can win a lottery in a foreign country and not violate laws of the US. The spammers are simply trying to get into your bank account.

if you were in Ireland you could do the Irish lotto and the euro lotto i do the American lotto when I'm over there an no if i win nobody get s a lend and ill even send me own begging letters thank you very much cheers to ya
