Only way i can think of is place 2 of the 9's together so it makes 99. then 9 divided by 9 is 1 and 99+1=100

Here's how I would make it:

(100)9999 = 100 with four 9's.

This way is equally valid:

99(100)99.

So are 9(100)999, 999(100)9 and 9999(100).
