The Government own it! Which brings me to the question; is my tv license fee paying for people who only listen to the radio and do not own a tv?

presumable you mean the british broadcasting corporation .its funded by the licence fee and strictly speaking not owned by anyone just as the royal mail is not owned by anyone ,but as the goverment sets the licence fee and laws on broadcasting in a way its owned by the goverment but indirectly .p.s. complicated innit lol
