HRC has a great "State by State" guide to GLBT legislation that will tell you what laws each state has regarding everything from Gay Marriage and Civil Unions (minus New Jersey as it wasn't legal at the time the report was put together) to foster parenting to adoption and community property laws.

I really do suggest searching through HRC's stats and documents regarding this and similar stats nationwide.
Most states actually do allow same-sex couples to foster, but not to adopt. Even Florida (one of the MOST restrictive states regarding GLBT Equality issues allows same-sex couples to foster...but not adopt)

Partners Task Force website also has fairly current stats on state by state foster parenting laws as well. (Second link bellow)

For the most part, yes. Or at least, they don't strictly prohibit it. Most state goverment sites make it clear that as long as you are capable of maintaining a safe and loving home for a child, you can be a foster parent. More people should do it, gay or straight.

Look at your state's government website, you should find the guidelines for becoming a foster parent.

In Ohio gays can be foster parents. Reformation Ohio tried to make it illegal a few years back but failed.
