It is a Ninja or Martial Art Movie from the 80's possibly B or C class.
It starred an American who was in a Competition with other Martial Artists and Ninja's to become the greatest warrior or ninja or whatever the hell it was.
The competition involved going through mazes of wilderness from one checkpoint to the other without getting killed by various obstacles. The Checkpoints were Ninja's with flags. They wouldn't say a word, they would just point to the direction of the next flag.
In one scene they had to go through an Insane Asylum. This huge maniac attacked the American guy and grabbed a hot pipe by accident, instead of letting go, he chopped his hand off and kept attacking. Yeah, it was pretty damned crazy. Anyways, as is predicted the American prevails in the end.
I can't remember the title of the movie but I was thinking it had Greatest American....in the title but maybe not.
Hope someone can help because it's driving me crazy!!! Thanks!

Not Anything to do with Ninja or Combat in the title. I'll give you a hint, think of a "Pommel horse".

The star of the movie is a gymnist and a karate expert and is being observed by the secret service as a potential weapon.

Congrats Malik L you got it, and I felt silly because I found it myself 2 mintues after posting the question. The DVD just came out last month and I have been looking for this movie for 5 years now. At any rate, it's kind of expensive for an older movie, but I love it. Especially the part when kicks like 50 crazy peoples a s s e s in that town on the pommel horse. HA HA HA.. Thanks for playing, I'll give out the ten points as soon as it will allow me to.

Mortal Kombat. Based on the videogame.

That or perhaps a Jean Claude van Damme movie.
