It’s too much to say that Al Gore has decided to run for President in 2008.

But it does seem that he wants to preserve the option.

Certainly, the recent buzz about a possible Gore campaign in 2008 doesn’t seem to be spontaneously generated. According to one influential Democratic insider, close associates of the former Vice President have communicated to him and other prominent fund-raisers who are uncommitted to the other ’08 candidates that Mr. Gore will consider entering the race—if an opening presents itself—in September.

I'm sorry, but no one has actually answered the question. Whether or not he runs is not relevant. The question is "if" he runs. There are various web sites starting grass roots campaigns for Gore '08.

So will someone please answer the question with a Yes or No and some reasoning for the answer?

yes! i laughed the other day when there was a news story about a global warming conference in n.y. being canceled because of heavy snow!

No need to ask that question. Gore has made it obviously clear that he is not running. Ask something relevent.
