It can help to shrink body parts, as well as numb pain.

I understand that several former NHL hockey players used to soak their feet in ice water to help them shrink and get their feet into smaller pairs of skates. Since the old style hockey skates had just a leather boot, and very little support for the ankles, etc., smaller skates would be tighter and more form fitting. I don't believe that they still do this today though - the technology and support in hockey skates far exceeds anything that they had back before the 1980s.
