No what happened was your son got scammed through an e-mail that claimed to be PayPal. Everybody signed up with PayPal gets those fake (or spoof as they are called) e-mails that claim they need confirmation of your personal information. eBay and PayPal both, are constantly warning members about these fakes, and strongly advising steps that you can take to ensure you do not get caught by them. I g et them all the time, and every one gets forwarded to either "Spoof@ebay.com" or "Spoof@paypal.com" This enables the good folks at eBay and PayPal to investigate the source of that particular e-mail, and over time put them out of business.
Both eBay and PayPal are tireless in their efforts to keep members alert to this kind of fraud. But I assure you, the real eBay and PayPal are absolutely straight shooters. Just think about it. They do waaaay too good of a business legitimately to have any need to defraud anybody, or to risk damage to their personal reputations by engaging in anything fraudulent. The fraudulent entities that prey off us, are preying off eBay and PayPal too.

If you and/or your son had used all the information provided by eBay for avoiding scams, this probably would not have happened.

eBay provides extensive information, including videos, instructing how to avoid this and what to do if it does happen.

Go to eBay and file a report. While you are there, go to the tutorials and learn how to properly use it.

PayPal is only the middle man for the transfer of money for the purchase. They are not responsible for your and your sons failure to properly investigate the seller.

He got scammed from the person on Ebay..hopefully it wasn't too much money because you can basically kiss that money good bye.

Just report it to Ebay and post negative feedback about the person who scammed you so other people will know.

Paypal has absolutely the worst service on the planet, and could never stay in business if they did not have ebay. It takes them weeks or months to resolve issues that should take hours or even minutes, but I have not been scammed by them, but would never recommend paypal to anyone.

He got scammed by a seller on Ebay, not by PayPal. File a complaint with Ebay and you might get your money back, and also get that user banned.

He got scammed by a person using ebay, not paypal. And yes, it has happened to me before. Report it to the eBay fraud center.
