if they are both under the √ sign, you put parentheses around the argument of the √. you not tell us that y + 16 are both under the √ sign.
suppose in all formulas they use that notation, math books would get really big huh. x + 1 ^2 , where x+1 are both under the ^2 sign . ....


ok now for the problem

√(y+16)=1 ==> y+16 = 1=> y = -15

What you have to do is "undo" operations in reverse order. If you were going to evaluate Root(3+16), you would first add the 16 to the 3, and then square root that. We're going to need to do the undo operation in the reverse order (so deal with the root first, then the add).

To get rid of a square root, you square both side:

Root(y + 16) = 1
Root(y + 16)^2 = 1^2
y + 16 = 1

To get rid of the + 16, you subtract 12 from both sides

(y + 16) - 16 = (1) - 16
y = -15

And there is your answer!

sqrt of y+16^2=1^2
y+16=1
y+16-16=1-16
y=-15
