is there an international consumer protection against voip cards that is expired?

I'm from kuwait, I bought a voip card from a store here. I returned it but they ignore it, they said the reseller didnt accept it, it's not their fault why it's expired. I just opened the card for few days and haven't used it even a single second. I've emailed the cards company, but no reply. several times it happend to me.

There are voip card secuirty regulations, by nation, such as the one from the site listed below. Unfortunately, there seems to be no international body to regulate the honest sale of such. I can only suggest that the retailers you frequent may be less-than-upstanding, and perhaps you try purchasing the cards elsewhere. Even if you spend a bit more at a recognized chain store or internet retailer, it will end up saving you both money and heartache in the end.
