There so many education programs and credit in the NAVY, that I need advice on which is the fastest.

With the Navy only paying 12 credits a year, with all the duty issues that come up, you'd better be on shore duty if you think you're gonna get a Bachelor's in 4 years.

Your fastest career path is to get experience in the field you want while adding college credits for transfer, either from Navy College, University of Phoenix or a tech school that helps you to where you're headed. Good luck and don't give up if duty gets tough.

I would advise NROTC at a college. I have never found that the services followed through well with their promises.
I served in the Navy during Viet Nam and was promised many things including college which never came through. I got out E5 after 4 years, had E6 if I stayed 2 more years. Like they say, Joined the Navy to see the world, What did I see?, I saw the sea, 3 cruises, 11 months each,aircraft carrier, Tonkin Gulf. And I was the divisions education petty officer.
