Or better yet, who do i ask? I don't have an attorney. We have 30 acres and want a family cemetary on it, but do not know where or how to start the process. Who do i contact? What department? State, local, etc?

you would probably need to get your property zoned for that type of use. Check with your city and county planning departments.

You need to contact the local Office of Cemetery Oversight, and you need to get a Cemetery Surety Bond, and get a Family Cemetery Conditional Use Permit.

To bury someone, you need a Certificate of Burial Right for the person in question that allows them to be buried in your cemetery, a Burial Permit for the body being buried, a witness and countersign and a special form to fill out noting where and when the ceremony and burial took place and marking it permanently on a map, and then having that document along with the Burial Permit to have it endorsed and filed in the permanent Cemetery records.

Before any deceased person may be buried in the cemetery, the relatives or person having charge of the deceased shall provide the recorder/clerk with a written statement which shall be filed by the recorder/clerk, which statement shall contain, if known, information about the deceased regarding his or her name, when and where born, the date and cause of death, the name of the attending physician, date of burial, name of cemetery and the description of the location of the grave.

It is illegal to inter anything other than the remains of human bodies in the cemetery.
