You can find out anything you want as long as you want to pay.

You can not find out whether someone is working and where they are working on-line. The only way would be to see their name listed on a company web site who shows a list of employees who work for them which is not very common due to privacy.

not without paying, and even then I don't think so, at least not an updated. Public housing has a way to check..

You can't. Unless you know where they work, and that employer has their employees listed somewhere on their website.
