In all likelihood, the state will not give owner's incentives to get rid of cars until they're twenty years old or more (at least that's what Texas is considering; I don't know about other states). You coukld check with the State and find out for yourownself. My opinion is that the car should be fixed to pass emissions testing rather than junking them, since there's probably somone who wants your particular car for its style and cachet (some customizers are always on the lookout for late model coupes and two-door sedans to use as their platform from which their fertile designs spring!). The late '80's and early '90's cars are nearly perfect examples of vehicles that are crying out to be modified.

Why are you having problem passing the cars?
If they don't meet emission standards and a basic tune up wont fix things (plugs, air filter, oil change) they are probably scrap anyway or need new engines. Lack of maintainance is biggest problem Owners need to be aware that they cant drive forever with a piece of junk
