The main story is about the difference between the Romulan Empire and the Federation, specifically Romulan treachery and Federation justice.

In Greek mythology, Nemesis was the goddess of retribution and vengeance. The current dictionary definition of nemesis is an opponent that cannot be beaten or overcome.

The Romulans cloned Picard without his knowledge. They planned to use the clone, Shinzon, to replace Picard and ultimately destroy the Federation. However, those plans did not work out because of the cloning process that was used. Shinzon was aging too rapidly and would not be of any use to the Romulans. Shinzon was hidden away, mistreated by the Romulans and then sent to the Romulan sister planet Remus and basically left to die.

While on Remus, Shinzon bonded with the Reman people who were slaves to the Romulans and later though a military coup became the Romulan praetor (emperor). So the Romulans treachery against the Federation was turned back upon themselves (retribution).

Shinzon learned he was dying. The cloning process that was used made him age too rapidly. He decided to capture Picard and use Picard's blood to heal himself. But he could not beat Picard (his nemesis), just like the Romulans could not beat the Federation.
