Well, you could normalize everything to a percentage and then call the contestant with the highest percentage of wins out of votes cast the winner.
In your example:
1 win out of 1 vote = 100% of votes cast
20 wins out of 21 votes = 95% of votes cast.

Of course this method may not reflect reality. You might be happier assuming that every contestant had the opportunity to get 21 votes, as there were (at least) 21 voters participating. You could interpret this to mean that the first movie had 20 abstentions. Then ...
1 vote and 20 abstentions out of 21 = 5%
20 votes and 1 abstention out of 21 = 95%
Thus, the second candidate is the winner.

Picking the right formula depends on accurately describing the collected data. (Can't do this from the limited info in your question.)
