Whether you will need a particular kind of computer for your site will depend on what you intend to do with the site. But considering you are asking the question I assume you are planning a fairly basic site, so either a PC or a Mac should be fine.
What would make the difference? Well, if you are planning to run your own server, it would definitely make a difference, but that is rarely necessary.
If you are writing in a server-script that only runs on a particular platform (server setup) you should have a computer running a similar platform. But again, server-side scripting is fairly advanced, so it shouldn't be an issue.
Everything else can be done on any typical computer--whether you are writing JS from scratch or using on online editor provided by the hosting company. Actually if you are writing client side scripts from scratch it is good to have access to the major browsers, both win and mac maybe even linux, to test it, but if you do your research and write code that verifies, it shouldn't be a big issue.
In sum, I assume by the fact you are asking the question, that you are planning something fairly basic as far as techical specs go, so you will probably be using either an online editor provided by the hosing company or using a standard web editing program like MS Frontpage. In such a case it doen't make much difference.

You can write the code on an ancient word processor or a PDA.
To host the site, you can use any PC (Mac is just a brand of PC), but you'll do best using a hosting company.

You can use either a mac or a PC to script your page, I would not suggest hosting iton your personal PC

you need a server first to display it on, something like geocities etc..
then you can USE a MAC or PC to develop the pages to look and feel how you want, and then upload them to your new website..

just go to www.piczo.com or www.freewebs.com and it will let you make a website for free and if you want your own domain name (like www.yourname.com) you can pay from those websites to and it doesnt cost you uch!

You can use either one! i don't know why u thought only macs could make one?? i would recommend you use dream-weaver.
