I don't think so. The ocean is far to unpredictable to be able to offer long-term safe refuge.
Over the years, several attempts have been made to see if living underwater, in some sort of domed community would work. So far we haven't seen a practical way to do it.
The only thing that has worked so far, I believe is floating technology. There is supposed to be a resort totally floating in the ocean, just off of land though. Ther is no way to insure the integrity a floating colony of some kind in the middle of the ocean, though. waves, storms make just off-shore the only suitable place for floating hotels, and such.
Besides, what makes you think we are running out of land? There is a lot of land yet undeveloped all across this country. Some of it may be a bit harsh to live in, figuring out a way to live in those areas is going to be infinitely easier to do that living either in or on the ocean.

I doubt that would be feasible. While we are not "running out" of land as others mentioned, we are placing increasing pressures on it. We would not be able to survive if we occupied every bit of land, like all creatures we need some territory, or hinterland to provide us with materials for survival. Much of the vacant land is indeed vacant...but it might not be fertile or able to provide us with as much as more populated areas do (this is the reason certain areas become more populated in the first place, ex. the worlds fertile river valleys). Nature is a system of checks and balances. If our population exceeds our resources...then there will be a check in the population.

We are not running out of land. Get in a plane and fly from coast to coast and you'll see about 90% of it is empty. We will not live in the ocean.

I think we'll live on Moon or Mars rather then in ocean...maybe some kind of huge platforms on oceans, like an experiment, for the start...
