Is it true thathydrogen peroxide is an oxidising agent so can oxidise any components in the nerve cells ,thereby destroying them

yes it is a potent oxidising agent. Doubt if it will attack all components of the nervous system, but it is part of the attack cascade used to fight invading organisms
