No I have lived in Canada Toronto my whole life and have never heard that.You do get use to the cold once u have been in the cold for a bit but u still need to wear the proper clothing so u don't get hypothermia.People who get frost bit then wherever u get it u won't feel to much in that area cuz of the frost bite but that's it.

no, you just feel the lack of sun and wish to be hugged and loved . believe me, now i am in Moscow where it is -32, but i am sensitive and tender:)even would say i have allot of warmth in my heart.

They make thermal underwear for that. I'm sure if you bury it in the snow you'll loose feeling in it. So dont do that.
