The first answerer had it right. To be cut throat, it means you would do whatever it takes to get ahead, even if it meant cutting your co-workers throat (figuratively, of course). Some examples of cut-throat include some universities where students rip pages out of reference books to keep their peers from obtaining the information and such.

I believe it has its origins with the pirates, who would often murder their peers in order to move up the chain of command.

cut throat would be a non trust worthy person, someone who will do anything or say anything to get the approvel of the higher ups.
