Do what i do but a pair of (preferrably) straight legged and cut less than you need off the bottom of the legs so you can hem them up with proper thread (iron on hemming tape is useless) and then you should have the desired leg length you require

Try your local discount outlets. There is always stock that nobody wants there. You may be lucky to come across a short trouser or jeans.

Just chop them off at the length you want.
A very short friend buys trousers that are meant to come to mid calf on tall people and finds they are perfect as full length trousers.

Go shop for them at Buckle. Them will alter them for you at no additional cost. I am a petite woman and I always buy mine from there. You can usually find good ones on sale. I hope this helps! :)
