It's always sounded like rabies to me. A person going mad, foaming at the mouth, trying to bite and scratch.

Wearwolves did exist in a sense, the myth began as a result of hypertrichosis disease, Which causes the body to grow gross amounts of hair all over the body Sherer 's Disease ( or Porphyria) (( also attributed to Vampirism ))The symptoms include growing hair and elongated nails, the gumline receeding, and a need for blood because your bood is deficient, and you become sensitive to sunlight, and palor/rot of the skin especially in sunlight and Anemia. - this disease also made one more suseptable to rabies. These diseases were often causes for persons to be shunned by society even to the point of becomming mad. (( also left them to live in filth and often contract rabies from rats, or cats )) As a result the wearwolf and vampire legends were born and have some "real" aspect.
On another note however, these diseases did not exist the world over but the ledgends of Dragons, Wearwolves and Vampires particularly, have a place in cultures from Europe, Asia, and even South America dating back to times prior to sea fareing and exploration, when the cultures never could have mingled and shared these stories... that being said, the similiarities in their mythos is astonishing which leads one to wonder as to wheter the Mythical forms of the creatures did at some point exist..... ;) - or perhaps still do... Just a little something to wrap your brain around.

I believe that alot of folklore were designed not just as a form of entertainment but maybe as a tool to help keep children in line. Most fairy tales are scary and have some message in them.

The reason for them to seem similar from one country to another could be because of travelling story tellers and how one culture perceives a story plays into it.

No. It could have been rabies or another kind of sickness that one of the kings in Europe had (Charles the something) that sometimes made him wander around the palace howling like a wolf.

Only in the sense that at one time our more primitive ancestors admired the wolf and thought highly enough of them that when they were able to kill one, they believed that by donning the pelt of that animal, they would somehow absorb the strength and skills of it. These "werewolves" were likely no more than the hunters wearing the skins of the wolves they had killed.
