Yes the message comes up but it still lets you shutdown.

it should be automatically set, when someone on the computer is going to shut down, that a message appears saying "there are still people logged onto the computer, shutting down could cause them to use data, shut down anyway?"

If this is malfunctioning somehow, just make one account on the whole computer and delete all of the others.
