i think it is inappropriate to wear a bra at all

Not if you work at a bar or strip club or a clothes shop that sees this a fashionable. Wrok places are usually conservative. The reason being to avoid law suits. It is probably fine for you to wear your bra on the outside but I'm sure some person a few cubicles down from you will find it insulting. It doesn't have to make sence or have logic to it. It is just the way it goes.

I suppose it depends where you work. If it is in an office type setting I would say so. If you work at a bar or night club maybe it would be ok.
