does dot net framework checks for genuinity of windows while installing itself

.Net doesn't do this but Microsoft does if you are installing form thier site. The Windows Genuine Validation Add-on does the checking.

You already have net framework 3.5 preinstalled with your win 7. If you want to upgrade it use the latest netframe work 4
