Going the other way:
1/1999 < 1/1998
1/1999 + 1/1999 + ... < 1/999 + 1/1998 + ...
A < 1/(16/1999) = 1999/16 = 124.9375
124 < A < 124.9375
Therefore INT(A) = 124
