I am an electrical engineer from Egypt graduated from Faculty of Engineering - Ain Shams University, 2001. I have just got my master of science degree in electrical engineering and very interested to get a PhD scholarship in electrical engineering at any respectfull university in USA , Canada or Europe...open for suggestions and sincere advices....thanks

You seem to have an excellent grasp on English, so I'd suggest simply calling the admissions offices of schools you're interested in and asking to speak to someone about scholarship opportunities for international PhD students in Electrical Engineering. A lot of research schools offer scholarships to international students in an attempt to bring in the best talent from around the world, and by speaking to someone who knows the ins and outs about the specific university you can find out what opportunities there are for you at that specific school. Make sure to mention that you're an international student, as they will be able to direct you to someone who specializes in people in your situation.

You can find the phone numbers for admissions offices on each school’s website. It may be a little costly calling different places around the world, but remember that by talking to someone you may save thousands of dollars through a scholarship you wouldn’t have otherwise known about.

Scholorships are primarily for undergraduate studies, but if you have special talents which are valuable to a university, I'm sure they will let you work off your tuition in trade.
