geocities.com is the best place for novice users to start, build, and maintain there very own web site! it's pretty kewl too! i had one for about 10 years till an ex found my password and destroyed it! .......oh yeah, and it's totally FREE and i mean the "free" where you don't have to pay "anything"

Godaddy.com ... i will tell you to get an official website, you have to pay a monthly or yearly fee on it...

a free one I have tried before was http://www.tripod.com and of course geocities is also free too
