I would tell them.
Some people I guess are afraid of hurting the other person's feelings. Or maybe even they have a problem with abandonment and don't want to be left alone, so they keep the other person around them.
They may not like the idea of being without that person, but don't like being with that person. Some complex huh?! But they may not want to let that person go, risking the possibility that the person doesn't want to be with them either.
Sad, but it happens sometimes.

Unless someone is actively pursuing you and you would like to set them straight so they could move on there is no reason to tell anyone. But if you feel it is necessary to tell someone you are not interested you should still be polite and kind.

I totally understand this question. I've said the same thing so many times and said it to exes before too. Most people choose the easy way out (cheating, avoiding, etc) and they don't realize that just saying how you really feel is a great way to go!!!

they may not want to hurt the person's feelings, may think being honest will drive that person away forever. people just don't like to be upfront anymore, think they don't want to be confronted, or be thought of in a bad light. maybe they are selfish and need that person in their life.

Sometimes people dont know WHAT they want, and they hurt another person in the process. Its human nature I guess, for people to be indecisive sometimes. Sucks but it happens! :(
