Yes, it is the inch of the heel, but it's also the style of the heel. Most stilletos are very skinny and high heels that's what makes them stilletos. You can also have a chunky heel that's a stilleto because it's so high.

Stilletos are thin almost pointy at the end and are typically taller in inches, where as heels can very in thickness and heighth.

all stilletos are heels.. but not all heels are stilletos...
basically a shoe with a thin heel is a stilleto...and they're high.

I just read this recently. If you measure the width of the heel, where it touches the ground, and it is less than 1cm than it is a stiletto.
