I guess it is because girls r afraid to, and they think that the guys should make the move frist.

I was wondering that too, it got pretty annoying when I went out with a girl for eight months and she never came to give me a kiss. It made me feel stupid every time I kissed her. She could come hug me, or kiss me too, without me having to take the step. I just dont get it!
