Use a key logging program to monitor where others are surfing the web.

If you're that paranoid, you such download a key logger and see what others are doing on 'your' computer. If it's not your computer, then it's not your business.

Anyways, if your worry about people having illegal pictures such as kitty porn or something similar, it is almost impossible to find out. There is a somewhat new program out there that will hide data inside of other data. It's called Cryptographing, or something like that (not sure on the spelling though). It allows you to hide data or (pictures) in other files and making it appears as one file when in fact is two.

It's really hard to decode the password to get into the cryptographing passcode, however, you can click on the picture and see the files size of it. A normal pic would only be 1 or 2 mb at most. If the pic is around 120mb or so, something is wrong and there is something more than the eye can see.

Good luck.

If you have XP, create another account for the other user(s).
You can then go into their "My Recent Documents" folder and view all. If you choose to not create seperate accounts, you can look in your My Recent Documents folder to see all activity since you cleared it.
(note) My Recent Documents is a hidden folder, you will have to show hidden folders from the Tools / Folder Options menu.
